Our dog recently has been clearing his throat alot, like he has a fur ball! LOL I'm concerned that there may be something stuck in his throat. Is this normal for dogs?

Vet says toy pomeranian(8lbs) may have a narrowed trechea.Is dog able to be helped by an operation or? Also vet wants to put dog under anathesia to clean teeth. Would this be life-threatening?
