My sister moved cross country last week and was unable to find one of her cats before she left, so she abandoned it (don’t get me started). This cat is very nervous and fearful so I’m positive she didn’t leave the apartment complex—it’s a small complex with a garden type courtyard and very thick bushes all around the building. Also, all the entrances to the crawl space are blocked by heavy mesh. I’ve been searching for her before and after work for a week and have not seen any sign of her. I’m too close to the situation to know when the time comes to stop looking. I’d look forever, if I needed to, but I if there’s a time to stop, I need to know when that is. I don’t want to quit too soon just because I’m tired and frustrated. I had planned this week to go in the mornings, but change the evening time to after dark thinking she might be less afraid to show herself to me then (when I fed her while my sister was on vacation, she would come out to see me.)

Perhaps there’s something more I could be doing?

If she's so afriad, chances are you wont catch her by hand. You can set out a humane trap and put food in it, and try to catch her that way.
