there is this cat and it wont quit scratching people so how can I get it to not scratch people without getting it declawed.

You should get it declawed. What is your problem with that?

You should NOT declaw a cat EVRER. Would you chop your own fingers off at the first knuckle? Declawing is mutilation and should never be done! Anyone who has declawed a cat should get their own nails ripped out and fingertips cut off so they know what it feels like. Many times the surgery leaves the cat in permanent pain and there are common infections that cause other damage. That is just cruel.
